Woodville

The Woodville estate is located on the western side of Barnstaple. The wider estate has 72 PRC Woolaway properties owned by North Devon Homes, which are concentrated in a central location on the estate within four roads: Woodville, Woodville Close, Crosslands and Lynhurst Avenue.

History of Woodville / Crosslands
The Woolaways at Woodville were initially constructed in the early 1950's and recent investigation has found that they do lend themselves to a refurbishment option being used on site. The estate is located just a couple of miles outside Barnstaple at Sticklepath. It is suburban area which is popular with local people and offers a well established and settled residential area, that is largely owner occupied. 
 
The Woodville estate has a much higher level of owner occupation within the PRC units than the other two urban estates. This means that there is a lot of “pepper potting” of privately owned homes within the tenanted homes (mainly semi-detatched).  
Issues being experienced on the estate relate to car ownership (the main entrance of the local primary school is located within the estate), poor drainage, poor energy efficiency and poor maintenance of open spaces.

Regeneration of the Woodville estate
NDH currently has planning approval for the development of 122 new homes on the Woodville estate. Due to the review of risk and the need to start work on site NDH have recently made the decision to initiate a refurbishment programme to 25 existing semi-detached homes on site. To date 15 properties have been completed internally and we are currently finishing external work to 12 properties. Work on the first 25 properties is expected to be completed by the end of 2011.
Following a recent funding bid to the Homes and Communities Agency we now intend extending the refurbishment programme to include a further 11 properties in 2012 as the funding bid was unsuccessful.

Current Activity - Refurbishment Option

The refurbishment option is currently being undertaken on 25 semi-detatched homes the Woodville Estate. In the main the refurbishment of these homes in taking place with tenants in situ and as part of the scheme, tenants are being given a choice as to the finishes and the extent of work taking place. The refurbishment work includes:
  • New kitchens and bathrooms with non slip flooring
  • New gas central heating
  • New carpet in lounge, hall and stairways
  • New windows and external doors
  • External cladding to all affected homes

Next Steps
The next steps for us involve the extension of the refurbishment programme to a further 11 properties to be started and completed in 2012.  We will review the future of the remaining PRC homes on site by 2013.

 

 

Timescales

The current refurbishment programme (25 units) is scheduled to be finished by the end of 2011.  The 2012 refurbishment programme is scheduled to be complete by October 2012.
